Office of Labor-Management Enforcement

The Office of Labor-Management Standards (OLMS) conducts both civil and criminal investigations of alleged violations of the Labor-Management Reporting and Disclosure Act (LMRDA) and related laws.

These investigations by OLMS District Offices involve issues such as embezzlements of union funds, union officer elections, the filing of required reports by unions and others with OLMS, and the imposition of trusteeships over subordinate unions by a parent body. These investigations may result in legal enforcement actions.

October 30th, 2015On October 30, 2015, in the Circuit Court of the State of Oregon for the County of Hood River, Bonita Scherling, former Secretary-Treasurer of Communications Workers of America (CWA) Local 7970 (located in Hood River, Ore.), was indicted on one count of Theft in the 1st Degree, one count of Forgery in the 1st Degree, and two counts of Identity Theft, all Class C Felonies in violation of ORS 164.055, ORS 165.013, and ORS 165.800, respectively. The indictment follows an investigation by the OLMS San Francisco-Seattle District Office.
